Hi Bob,
I agree with you on the treatment but just to get another opinion I asked our unit's series specialist and here is her response:
"It's catalogers' judgment. If you strongly feel it's wrong, you could contact the NACO liaison
at the contributing institution (UPB) and ask them if they would re-evaluate their
decision to treat it as a traced series.
I wouldn't change the treatment decisions on a series NAR contributed by another institution
without contacting the institution first; they may have had a reason for their decision that's
not clear from the NAR.
(To be honest, I just accept the treatment decision in the NAR and follow it, even if
I would not have handled it that way.)"

For my money, "mehkar ve-iyun" is a series-like phrase per LC-PCC PS 2.12, #8. Though there are two words, they do only appear on the cover and they certainly do fit the unnumbered and characterizing criteria of series-like phrases.
However, I havce noticed that this sort of thing has been happening quite a bit of late, so perhaps it's time to hear what others have to say. It could be that I'm way off base and my series-related Spidey-senses need recalibration.
