[Heb-NACO] Meḥḳar ṿe-ʻiyun--series like phrase?

doing an authority browse search for the title "siporet" reveals various
treatment practices; not sure any consistency is achieved or clarity is
gained on when one treats the series as such, when it's given as a
quoted note, and when it's ignored altogether. perhaps heidi can shed
some light?
(of course, i'm basing my comments on old a2 series training as we have
yet to undergo rda series training here at penn...)
