[Heb-NACO] Meḥḳar ṿe-ʻiyun--series like phrase?

the down side of leaving treatment decisions as they are (even when 
erroneous) is that inexperienced catalogers then use those records as 
justification and patterns for creating similar records, thus 
perpetuating the problem.  but yes, i know, there are only so many hours 
in a day...
