[Heb-NACO] Trouble in the forest

Good people of the Hebrew Name Authority Funnel!

So, I ran across the below name authority:

1001 Gvirtzman, I.S.
4001 Gevirtsman, I.S.
4001 ‏גבירצמן, א.ש.
667  Non-Latin script reference not evaluated
670  Ḥolah ʻal ʻakhbarim, 2012: ǂb title page (I.S. Gevirtsman = א.ש.
גבירצמן) page facing title page (I.S. Gvirtzman [romanized])

This is causing me some issues.  Yes, I know, there should be a space
between initials, but that's just a garden variety error and causes
no anxiety.  The rendering of the shin, however, is troubling.

The way I read the guidelines for Romanization, a "shin" is Sh and a
"sin" is [acute]S.  The t.p. verso provides an S, but really, that doesn't
help to narrow it down. The patent-pending "Bob Talbott method" for
dealing the Romanized x-refs would have been as follows:

4001# Gevirtsman, I. Sh.
4001# Gevirtsman, I. [acute]S.

... unless I'm missing something.  Am I missing something? It's happened
before, there's no denying.

So: is the record correct as is?  If so, why?
