*1) ONR STEM funding: *The Office of Naval Research has two funding
opportunities:
*a) Science, Technology, Engineering & Mathematics (STEM) for K-12 &
Institutions of Higher Education:* From the Funding Opportunity Announcement
(FOA):

"The following five goals have been identified:
• Inspire the next generation of scientists and engineers. [Grades K-10]
• Engage students in STEM-related hands-on learning activities using Navy
content. [Grades 3-12]
• Educate students to be well-prepared for employment in STEM disciplines in
the Navy or in supporting academic institutions or the Naval contractor
community. [Higher Education]
• Employ, retain and develop Naval STEM professionals. [Higher Education,
Professional Development, Faculty]
• Collaborate across Naval STEM programs to maximize benefits to
participants and the Navy."

"This announcement will remain open *until 30 September 2011 or until
replaced by a successor FOA*, whichever first occurs. Proposals may be
submitted at any time during this period."

Awards are anticipated to be *up to $200,000/year for 1-3 years,* though
proposals for larger monetary amounts will be considered. (The official name
of program is *Long-Range Annual Funding Opportunity Announcement for Navy
and Marine Corps Science, Technology, Engineering & Mathematics (STEM)
Programs for K-12 & Institutions of Higher Education* [10-023])

*b) Office of Naval Research STEM Grand Challenge - Adaptive, Generalizable
Intelligent Tutors for STEM and Naval Training and Education:* From the
attached Special Notice:

"The proposed topic will lead to new approaches for building adaptive and
individualized intelligent tutors for STEM training and education that are
able to:
• Increase comprehension of instructional content over a fixed teaching
duration and curriculum
• Train to higher standards of competence (e.g., expertise), not simply
enabling better recall
• Accelerate the development of problem solving, reasoning, and
decision‐making skills
The program will pursue a wide variety of approaches that address six issues
that are key to developing the next generation of intelligent tutoring
systems for STEM applications: 1) Designing computational cognitive models
of student performance; 2) Enabling realistic and effective student –
intelligent tutor interactions; 3) Creating individually‐tailored
instructional strategies for delivering a large corpus of course material;
4) Generalizing the underlying technologies to multiple educational domains
and populations; 5) Using the most current empirical research on the science
of learning pedagogical approaches ( e.g., self‐explanation); and 6)
Designing tools for reducing the time and expertise needed to build these
tutors."

Projects will be funded in two phases (*$1.5 million over 2 years for Phase
1; $1 million over 1 year for Phase 2*). A 4-page white paper is due *August
1*. (This funding opportunity falls under the "Warfighter Performance: Human
and Bioengineered Systems" section [page 9, paragraph 1] of the *2011
Long-Range Broad Agency Announcement for Navy and Marine Corps Science and
Technology* [11-001])

Proposals for small grants are due July 8, October 3, December 2, 2011, and
February 10, 2012. Proposals for major grants (over $40,000 and up to
$350,000 or $500,000, depending on the research area) are accepted
throughout the year.

*3) US ED RttP-ELC: *Progress continues toward the release of the Race to
the Top--Early Learning Challenge RFP. Friday, the Department of Education
posted an executive

for the RTT-ELC competition," with public comment open until July 11.
