[OACRAO] EXT: Graduation-related fees

Hi Maria,

We do not charge a fee for a late grad app, we used to but went away from that fee within the last couple of years.  Our college offices clear students, we made changes up until 3 days prior to the Reg office awarding degrees.  Our ceremony is held the weekend prior to final grades, so a student could walk at the ceremony and not clear for graduation.
