[OACRAO] [External] Unofficial Withdrawals

I would be interested in administrative withdrawal policies.  We only do
the drop as a no show for the beginning of the semester during add/drop.
If the stop attending and do not do paperwork they receive the grade they
earned at the end of the semester.  We try to prompt them doing the
paperwork, but it doesn't always work.
