[Heb-NACO] series-like phrases, e.g. Pardes shirah

I second the request for a series-like phrase authority.  This would be a
boon.  True, it won't stop the addition of 490/uncontrolled 830 entries,
but at least the authority will provide guidance for those who check (and
correct, unfortunately).
