[Heb-NACO] correct transcription for "alif" and "ayin" diacritics

I agree with Neil regarding the use of the "w" key for Geresh or Gershayim:

The problem with using the Quotation mark >"< for Gershayim in Hebrew
script is the data base we are using (OCLC):
OCLC considers the Quotation mark as an empty space: so, for example the
abbreviation צה"ל will display as צה ל and one will not be able to search
for צהל. And so for all abbreviations.  The usage of the "w" key solves the
problem. Because OCLC does not consider it as a empty space and collapses
the letters that are on the two sides of the Geresh (or two Gereshes) to
one word.
The Israeli Aleph system is using the Quotation mark, but they defined it
the same as the Geresh and collapses the string to one word.
If you search for תרפ"ט you will do it as תרפט .
I hope it makes sense to use two Gereshes for Gershayim, and it probably
needs to be written somewhere for future reference.
