[Heb-NACO] correct transcription for "alif" and "ayin" diacritics

The "w" key is actually for a geresh, though I concede that hitting it
twice will render gershayim. I don't think we have any explicit direction
with regard to geresh-key twice or quotation marks. So far as I know, the
only difference between the two approaches is that the former requires two
characters while the latter uses a single character. There may be other,
finer differences out and about.
It would be nice if we were all on the same page, and I happily profess
agnosticism with regard to the two choices.
