[Heb-NACO] title on title page verso

Aaron,
To be frank, I don't like the parallel title in the 245 field just based on
the title page verso.
I think it confuses the reader thinking that the book is in Hebrew and
English.
It is okay to record the title page verso information and put it in a 246
field, but not in a 245xx = $b

But who am i to decide such big ideas - I only deal with small things like
Trump vs. Bernie ...
