[Heb-NACO] safah berurah

This question has raised its (ugly) head before and been swept under the
carpet (is that a mixed metaphor?), especially with regard to "Mishnah
v/berurah."  I think Cliff Miller will remember.  The "rules" say to
imitate the vocalization of the Bible when the phrase is from the Bible,
but the thought of correcting all the "berurahs" in the database is
daunting, to say nothing of adding the relevant 246s which would be helpful
if not strictly required.

I must leave it to currently practicing catalogers to consult their own
consciences, but a consistent decision would be nice.
