[Heb-NACO] safah berurah

We seem to be in a quandary about Safah berurah vs. Safah verurah.
Even-Shoshan says under "barur" that it is verurah and quotes Zephaniah 3:9. But under "safah" we find "Safah berurah."
Grammatically I think that berurah follows an open syllable so it changes to "v"
What is the correct way to romanize it? (Then what happens to Mishnah Berurah?)
