[Heb-NACO] RDA question

Dear Judith, 
When cataloging according to RDA and not coding a record as PCC or creating a record at LC, the only requirements are what in RDA are called core elements. If you want to know what the requirements are for situations in which there are two or more places of publication, you can go to RDA 2.8.2 which tells you that the core element states " 
If more than one place of publication appears on the source of information, only the first recorded is required." 
If you are an LC cataloger or creating a PCC record then you would need to check if there is an associated LC-PCC PS. In this case, there is and you would follow the rules that are recorded within the policy statement. 
Of course, you are always allowed to add more information than what is the core requirement. That is cataloger's judgement.

In RDA records, is the rule to put in two locations in Israel for a publisher when they are listed with a conjunction in the imprint of the book?, e.g. הוצאת שוקן / ירושים ותל-אביב 
Correct?: 
264 1 $a Yerushalayim : 
$a Tel Aviv : 
$b Hotsa'at Shoken, 
Under AACR2, we would have left out the second location listed if not in U.S.
