RDA allows cataloger judgment. The only time I’ve heard of needing two places of publication is for LC staff on CIPs if the first place of publication isn’t in the US. Of course, one may include more than the first (and one may include detailed statements on distributor and printer). Its more analogous to the Torah’s world’s distinction between לכתחילה and בדיעבד.

In RDA records, is the rule to put in two locations in Israel for a publisher when they are listed with a conjunction in the imprint of the book?, e.g. הוצאת שוקן / ירושים ותל-אביב
Correct?:
264 1 $a Yerushalayim :
$a Tel Aviv :
$b Hotsa'at Shoken,
Under AACR2, we would have left out the second location listed if not in U.S.
