In the interest of standardizing the romanization of Hebrew words in RDA
cataloging, we rely on a couple of authoritative dictionaries.
Specifically, when a word of foreign derivation begins with a consonant
plus sheva, following by another vocalized consonant, we consult Alcalay's
Milon ʽIvri-Angli shalem (Tel-Aviv : Masadah, 1964). This dictionary
usually omits the sheva character in such words if it is not pronounced.
When, for whatever reason, it includes this sheva character, we romanize it
as "e," regardless of the pronunciation, so that all catalogers will
romanize it similarly.

This practice is documented in the Hebraica cataloging manual for RDA,
which can be consulted at
http://rascat.pbworks.com/w/page/7836007/FrontPage--it's the first item
under "Cataloging--Documentation."
