If RDA doesn't prohibit  something, it is therefore allowed.  With RDA, we have switched from "that which is not allowed is prohibited" to a system of "that which is not prohibited is allowed." Cataloger's discretion means that if something improves access for users (such as the English subtitle) we are allowed to include it. Only if RDA prohibits something, do we have to break the rules to provide access. --Aaron

Please be aware that according to RDA only the title proper is a core element. So non-PCC catalogers have the option of not-recording other title information, parallel title proper or parallel other title information.
PCC catalogers who are creating BIBCO records according to LC-PCC PS 2.3.3 and 2.3.4  are required to record, in addition to the title proper, other title information, parallel title proper, but not parallel title proper other information.
We can make the inclusion of the "sub-titles in English" a recommended best practice but not including them is not incorrect. In other words including them is an individual's judgement or an institutional policy.

Colleagues,
Can we decide how to record 245 field in Hebrew books that have parallel title and sub-titles in English (or any other language)

I suggest to be consistent and have it as follows:

245 xx  $a [Hebrew title] : $b [Hebrew subtitle] = [English title] : [English sub-title] / $c [Author(s)]

and then a 246 field with the English title and English sub-title.

Right now I see different practices:

[Hebrew title] $b = [English title] : [Hebrew sub-title] ... ignoring the English sub-title

and other variations.

I think the English sub-title is important especially for non fluent Hebrew readers and in many cases it helps the patron to understand the contents of the book.

So I call also not to ignore the English sub-title and record it in the 245 field.

Any comments?
