There are no "laws" about this, as far as I know, but after a lifetime of asking the policy wonks whether it's legitimate to use this or that construction in a heading or a reference, I have concluded that they are absolutely opposed to using strings which are not explicitly presented.  So, in general, inferring, decoding, rearranging data is not allowed.

A case where some of this IS allowed is in statements like "John and Mary Snodgrass," where we are allowed to establish "Snodgrass, John" although the exact string "John Snodgrass" does not occur.
