Under RDA we have to accept a much broader application of the term
"parallel title" than we were accustomed to in AACR2. RDA calls any title
a "parallel title" which is equivalent to the title proper in another
language and/or script, whether or not it appears in the same source as
the title proper. In fact the AACR2 official definition was just the
same, but we didn't apply it so widely. The practical result is that we
see a lot more parallel titles in RDA, and all of them have to be recorded
in the 245.
It's not much use looking at the so-called "examples" in RDA, because they
only show you one "element" (usually, "subfield") at a time and don't give
any information about how to hook them together. But this is the way to
hook them together:
245 10 ǂa Ḳirʼu li ṿe-avo : ǂb shirim = Call me and I shall come : poems
/ ǂc Z'aḳi Barḳan.
246 1 ǂi Title on title page verso: ǂa Call me and I shall come : ǂb poems
An irritating side feature of this is that you have to switch scripts in
the 880 for the 245 in order to include the roman-script parallel title.
Of course, if this is a collection of two or more but not all of Mr.
Barḳan's poems, you'll also need a conventional collective uniform title
"Poems. ǂk Selections" per instruction 6.2.2.10.3. But you knew that.

Folks:
Per RDA 2.3.3.3, which is correct for the following situation?
T.p. sez: Kir'u li ve-avo : shirim
T.p. verso sez: Call me and I shall come : poems
solution 1)
24510Kir'u li ve-avo : $b shirim / $c et cetera
2461 $i Parallel title from title page verso : $a Call me and I shall
come : $b poems
or
solution 2)
24510Kir'u li ve-avo : $b shirim = Call me and I shall come : poems / $c
et cetera 24631Call me and I shall come : $b poems
I like option 1 as it seems to fit the scheme depicted in the rule, but
I've seen Hebrew RDA records out there following solution #2 and I'd like
to make sure I'm on the same page as most everyone else.
Cheers
Bob
