EOC Exercise 17.65 (Section 17.5 - complex ion problem)

This is the end-of-chapter exercise 17.65.  It is a complex-ion problem.

The solutions' manual didn't really do it quite the way one would expect
and there's a couple of minor errors.

I've included the question with the solution done the way it should be
done in general.
