I'd be interested in any comments other readers have on the report.  It seems to me that it contains so many recommendations that it will overwhelm readers instead of motivating them.  Many of the existing programs/interventions that are highlighted are out-of-school/after-school.  These kids are IN school for 8 hours a day or so--why waste the time they have already set aside for learning?  I'd like to see a report that focuses on specific, practicable in-school modifications beyond generalities such as improve school culture and increase rigor.  

This one is a good example "Infuse learning opportunities into the curriculum that cultivate psychological skills that support continued commitment to high achievement, including attitudes towards effort and learning."

I hear an entire country full of teachers saying, "what do you think we are ALREADY trying to do?"
