I don't know about Rocks-5 itself, but  in general you should add 2 
lines to /etc/security/limits.conf file:

* soft memlock unlimited
* hard memlock unlimited

But for some more old Linux kernels you should recompile the kernel 
with changing of RLIMIT_MEMLOCK value in /include/linux/resource.h :-(
