To my knowledge there is no English language translation of Shen Wei's entire A Dictionary of Xinjiang. The listing on Amazon is for a new Chinese-language version of the book.
However, the scholar and translator Eleanor Goodman (http://eleanorgoodman.com/) has published translated excerpts of the book in the literary journal Ninth Letter (http://ninthletter.com/journal/archives/13-10-2).
The text of her translation is also freely available on-line as part of a special issue of Chutzpah! called "Xinjiang Time" (http://en.chutzpahmagazine.com.cn/EnMagazineTextDetails.aspx?id=87)
