This announcement sounds like a trial balloon, and I will be surprised if
ground is ever broken.

The Guardian omits one detail present in the account at flixist.com:
"Chan is partnering with an unnamed Chinese organization in the endeavor."
 That they were not named suggests their commitment is extremely tentative.
