I suspect it's under copyright in the USA for another 13 months, but
there are many loopholes if copyright renewal wasn't filed at the right
time on any American edition (copyright office filings are now available
online in a searchable format).
If it's under 500 words of quotations, an American publisher likely
regard it as Fair Use. I suspect it's likely in the public domain in all
other jurisdictions. I'd suggest asking your publisher how comfortable
they are with Fair Use if they're in the USA or plan to sell copies
there in the next 13 months.
