New ASC technology purchasing guidelines

A couple people have pointed out to me that the link
http://go.osu.edu/asctechpurchase
in the PDF file informs them they are not authorized to view it. I
apologize, I did not notice when I tested the link that the article it
goes to has been "unpublished" because of a couple minor errors. Since I
am an internal user of the site it's on, I can read it but many others
cannot.
I will send another announcement when the errors have been corrected and
the article has been republished.
