[OACRAO] [External] Graduation Application Policy

This is our practice as well. Applications are due by the end of the 
first week of the term prior to the term the student will graduate but 
we do accept them late. I would not be opposed to a late application fee 
but don't feel strongly either way. Late application disadvantages the 
students more so than us.
