It's a free download in the App Store, and you can purchase additional
dictionaries within the app if you want to. Available dictionaries include
the ABC and the Oxford Chinese dictionaries. You can also buy some
specialised dictionaries, e.g. dictionaries for business Chinese. And they
offer great support if you run into any trouble with their software.

I recommend Pleco (www.pleco.com). If you have a smart phone you can write
on the screen (i.e. if you cannot pronounce the character you can easily
look it up by writing it), as well as look up via various input methods.
Available for iPhone and Android.

Pleco is good. It does both simplified and traditional. But it is not for
free.

My go-to iPhone dictionary is Murage's iCED app
(http://www.murage.ca/products/iced), which includes the University of
Hawai'i's ABC Dictionary ($34 and worth every penny). It has three lookup
modes: 汉字、拼音、英语. Results are shown in both simplified and
traditional; you 
can prioritize simplified in the custom settings, and easily toggle
between simplified and traditional. You can also view your search history
and create custom vocabulary lists. The app also works for iPad.
