On my visit to Lanzhou and the countryside nearby, I was impressed with
the number of bare and what looked like rocky hills around there. My
friend who was teaching at the Northwest Nationalities University told me
that every year they were mobilized to plant trees yet their trees
perished every year due to dry condition of the area. I don't know if this
makes a difference in our assessment of the project.
