Position description:

This position is located in the Policy, Training, and Cooperative Programs Division, of the Acquisitions and Bibliographic Access Directorate of the Digital and Preservation Services and serves as the Program Analyst for a discrete array of subject and name authority headings where the incumbent has specific expertise and community connections. This position reports directly to the Division leader.

This position focuses on establishing and updating controlled subject headings to reflect community centered representation of Indigenous peoples that occupied and occupy within and around the boundaries of the United States of America. This position will identify and engage with stakeholders and professionals in the development of new and updated headings. The subject headings inform library collections indexing. The incumbent represents the Library of Congress and develops a network of stakeholders and interested parties for continued maintenance of the authority records.

Identifies projects for the establishment and update of controlled subject headings related to the community centered representation of Indigenous peoples that occupied or occupy within and around the boundaries of the United States of America. Using project management methodologies, manages projects related to the area of study.

Reviews and identifies existing controlled subject heading vocabulary for update, and documents necessity or recommendation for development, change and update. Analyzes nomenclature used in various arenas and among various communities for adaption into Library of Congress subject headings. Evaluates proposed headings to ensure alignment with other headings, established vocabularies or nomenclature.

Drafts policies and procedures for evaluation, framework, and indexing of subject headings based upon research and analysis conducted. Drafts Library of Congress policies and procedures, and library best practices regarding development and update of vocabulary and authority records. Works in teams with librarians, stakeholders and interested parties to collect feedback on proposals, recommendations, and standards.

Serves as liaison within the Library of Congress to provide expert subject and technical advice and to connect Library of Congress staff and leadership to community members and leaders with the goal of forging lasting relationships.

Represents the Library of Congress in the national and international communities and with other organizations. Develops community networks to further program and Library of Congress goals. Identifies Library of Congress stakeholders and subject matter experts for participation in working groups, research teams, project teams, and other specialized groups. Leads those groups toward accomplishment of goal.

Serves on external working groups, task forces, and committees. Regularly reports to Library of Congress management on progress, challenges, milestones, and new developments. Prepares and presents papers at meetings and conferences. Facilitates discussions on subject area in various formats to engage stakeholders.

Performs other duties as assigned.
