Miagkĭi Znak
A miagkĭi znak ( ʹ , also called "prime") is placed between two letters that represent two distinct consonants when the combination of these letters may otherwise be read as a digraph. Thus the miagkĭi znak in the surname Hildesʹhaimer shows that the letters being romanized are סה, not ש.

I’m trying to find the reason/rule for adding an apostrophe between adjacent consonants that could be mistaken for different letters/sounds (e.g. a צ with a sheva nah next to an aspirated ה is romanized ts’h, lest someone think it’s a ת followed by a ש).  Can someone please help me find the “chapter and verse”?
