[Heb-NACO] Tsarfat or Tsarefat?

Folks:

When one looks up צרפת in ES(2003), one finds the  entry with a kamats
under the tsadi. A parenthetical "kore" advisory following this
indicates that one should read the kamats as a patah. Ont he face of
it, in both instances I would Romanize as "Tsarfat." I was wondering
about the difference until I looked the word up in a slightly older
ES, where the kore is given as צ-רפת with a patah under the tsadi.
This I would romanize as Tsarefat

So: Is the kore in ES (2003) indicating a Tsarefat or Tsarfat romanization?
