I think that each library (copy cataloger) needs to remove the 7xx field if
it is not relevant for them.

With rare books or unique collections it is a valid field if the Library
(i.e. DLC) wants to put it there, but it is definitely a local field to
that library.

I know of another library that collects rare/unique Israeli literature that
adds a 730 field for the collection title with a $5[LibraryCode] at the
end. It makes it easy to cuddle the material via WoldCat.
