Hi Neil:

The rule here is that if yud precedes a vowel, it's romanized as a "y." In
the case of Daniyel, the yud has a dagesh and is followed by the vowel not
the alef (also, Uriyah).  In the case of Uri'el, the yud sans dagesh is
followed by the alef, which carries the vowel.
