[Heb-NACO] parallel titles

Bob's question is not answered in RDA, as far as I know, at least as far as
Heidi and I knew when we conducted the RDA e-forum earlier this year.
Here's what we said:

245/246—*Parallel title proper* is a Core element for libraries that adhere
to LC or PCC policy. (It is not necessarily a core element for libraries
that do not follow LC-PCC guidelines.)  Under AACR2, we transcribed
parallel titles appearing in the same source as the title proper in the
245, following an equals sign (=).  Under RDA we record any title/all
titles matching the definition in the 245, regardless of where they appear
in the resource.  In this example, the “title proper in another language or
script” appears on the t.p. verso.  So it must appear in the 245.  It’s
optional to provide a 246 which identifies where it was found in the
resource. The location is provided either by the first and second
indicators or the use of delimiter “i”. Please review the guidelines for
variant title access in LC-PCC PS 2.3.6.3 and the MARC21 Bibliographic
Format.



*Parallel other title information* is not a Core element.  The 245 may be
formulated as:



‡a Title proper = ‡b Parallel title : other title information / ‡c
statement of responsibility.

or as

‡a Title proper : ‡b other title information = Parallel title : parallel
other title information / ‡c statement of responsibility.



Additionally or alternatively, if there is parallel other title
information, it may be included in the 246:



$a Parallel title : ‡b parallel other title information



Giving the parallel other title information in both the 245 and the 246 is
more trouble than it’s worth, the judgment of many.



P.S. Of course the choice and order of recorded information should be the
same in both the parallel fields.

Good people of the Heb-NACO-sphere:

As I've been reviewing the draft of the HC RDA, something keeps popping up
with regard to the structure of 245's with parallel titles, to wit:

A. p.43  Emek ha-shaveh = $b Emek hashave : mahzor shirim

structurally, that's 245##$a [romanized] = $b [parallel $a] : [romanized
sub title]

I've seen this construction before and it has pleased me not one bit, and I
doubt that I'm alone.

A formulation that I like much better because it more closely approximates
my algebraic approach to cataloging:

B 245## Emek ha-shaveh : $b mahzor shirim = Emek hashave*

The Bob-pleasing structure is

245## [$a romanized] : [$b rom. sub.] = [parallel of $a]*

My questions:

1) Is structure A endorsed anywhere in RDA explicitly?

2) Is the choice of structures a matter of cataloger's judgement?

*I'll have you know that I would shamelessly include the parallel sub-title
as well.
