[Heb-NACO] [OCLC-CAT] transcription of the Hebrew title, etc. needed

Interesting.  Looking at some bib records (e.g., 
http://franklin.library.upenn.edu/record.html?id=FRANKLIN_5938768), the 
miagkii znak _does_ appear over the preceding letter, not as a separate 
letter, and I've never seen examples to the contrary. Also, looking at 
the ALA diacritic chart in OCLC, the diacritics highlighted for Hebrew 
include the miagkii znak but not the acute.  Nevertheless, looking more 
carefully at the Hebrew Cataloging Manual's romanization section, I do 
see where the acute is specified as the diacritic for representing the 
Hebrew letter 'sin'.  I'm also sending this to the Heb-NACO list to get 
others' input.
