[Heb-NACO] Imprint dates in new Israeli books

Colleagues,
I noticed recently that more and more publishers in Israel are adding the
month of publication in their new books.
I guess the reason is the new Israeli "Books and Authors Law" that forbids
to sell new published books in discount prices (up to 18 months of
publication). See:

As it comes to cataloging, I guess we can code the DtSt sub-field in OCLC's
fixed fields on top, as "e" ("Detailed date") and add the month of the year
at the second sub-field of Dates  (for example:  2013,  03  )

I had a book that did not have a civil date, only 774  תשע"ד
but on the back cover it says: אדר ב' - תשע"ד (that is March 2014)
