[Heb-NACO] RDA capitalization question

Agree that capitalization is not a "worry", but I would argue that 
consistency -- and hence, guidelines in order to facilitate that 
consistency -- would better serve patrons.  Or that could just be me 
making excuses for my OCD... :-)
