Hi Jasmin:

heh ha-yedi'ah
base setting: heh patah
before alef, resh, and mostly before heh and ayin: heh patah
before heh or het sans kamats: heh patah
before het kamats or het hatef kamats: heh segol
before heh kamats and yin kamats in an unstressed syllable: heh segol

so far as I know, the only time one will see he-[alef] is for the heh
ha-sheelah
before alef kamats, heh kamats, het kamats, and ayin kamats in an
unstressed syllable: heh segol
