[Heb-NACO] Ahrayut or Aharayut

This question is a Hebrew Language grammar question:

אחריות

When is it ahrayut and when is it aharayut: if you look at Even Shoshan
(2003 ed.), vol. 1, page 40
you will see that the heading is Ahrayut  (sheva under the Het), but in the
same entry there is a sample, citation from Bialik where it is Aharayut

Basically, I have a publication:
אחריות ציבורית בישראל

Should be: Ahrayut tsiburit be-Yisra'el
or
Aharayut tsiburit be-Yisra'el

(as a native speaker, with not strong Hebrew grammar skills - I tend to say
Ahrayut tsiburit ... )
