As Godsil mentioned, Milwaukee went through a process of review and revision of our zoning codes to better facilitate urban agriculture, including aquaculture / aquaponics.

I am attaching a report from the EPA, who performed an audit on Milwaukee's zoning code for urban agriculture, and I am also attaching the first draft response from our city planning officials to that EPA report.

The final changes were enacted in 2013.
Now, our city planning officials are much more aware and accommodating to aquaponics within city limits.  But it took quite a collective effort.

Milwaukee became a model for Chicago, which also adopted changes more favorable to urban aquaculture in 2012/2013.

We have also done some work on the state level in Missouri, drawing attention to urban agriculture within city zoning codes.
