[Ohiogift] Proposed school funding

Friends:

The DeWine administration is getting ready to address (in-)equitable school
funding, with proposed budgetary targets that possibly will meet the
State's Supreme Court DeRolph rulings on this inequity dating to the 1990s
(and ignored, in fact). So, we now see an executive summary, the full
report, and the few words the 27-page report offers specifically on gifted
ed.

*The report's three-paragraph message on gifted ed, in purple:*
*GIFTED*
Ohio has a stake in assuring that gifted students are supported so that
they may fulfill their
considerable promise. After identifying these students, they should be
encouraged to take
challenging coursework and to enroll in programs that offer college level
courses and credits.
Ohio needs to support children with intellectual and artistic gifts to be
the next generation of
scientists, artists, and innovators.
*CHALLENGE*
Not all gifted students have access to the proper resources – particularly
those who live in
rural communities in Ohio. Those students who are gifted may need to have
greater access to
advanced placement classes and specialized programs such as STEM.
*RECOMMENDATIONS*
1. Implement the May 2018 Ohio Department of Education gifted cost study,
using its per-student
amounts to underwrite identification, referrals, coordinators and services.
2. Establish a work group to recommend improvements in reporting the
expenditures established
in the 2018 ODE study for gifted students and gifted programming.
3. Offer support to rural districts to create and expand gifted programs.

*Proposed Funding Plan Would Add $718 Million For Ohio School Districts*
The Fair School Funding Plan is out, and with it are the simulations
showing how much additional revenue school each district in the State would
get in the first two years of its phased-in implementation. The plan would
base funding for schools on the actual cost of providing an education,
factoring in the ability of the district to raise money locally, with
additional funding for high-poverty, gifted, special ed and English
language learners and other factors.

I hope everyone takes time to read these materials and share with us on
this list any thoughts on gifted funding with the new budget.
