I assume you are all aware of the provision that would prohibit the State Board from requiring classroom teachers providing gifted services from receiving gifted professional development? If that provision is not removed or changed, any classroom teacher can be a gifted provider with no gifted training. Districts can count all of their gifted children as served just by sitting in a general education classroom.
