[Ohiogift] Advocacy Update/Alert – 9.6.16 – State Board to Discuss Gifted Standards Next Week; Is Ohio a 3 Star Gifted State?

State Board Action onGifted Standards -- After their annual August break, the State Board ofEducation will meet next Monday and Tuesday (9.12.16 and 9.13.16).  The Achievement committee is scheduled todiscuss the latestdraft of the gifted operating standards as well as feedback solicited fromthe public. While there is no vote on the achievement committee agenda scheduledfor the standards, it is always possible that committee may decide to move thestandards to the full board. While OAGC believes the new draft offers someimprovements over the last draft dated 9.11.15, the association has severalmajor concerns regarding the lack of rigor around the definition of service,lack of quality parameters around staff training in gifted education, and thelack of output measures to hold districts accountable for the performance ofgifted students. As the standards reach the final months of discussion,gifted advocates will have limited opportunities to address the state boardregarding the need for gifted students to have rigorous operating standards. Is Ohio a Three StarGifted State? – The Fordham Institute released a report last weekevaluating state accountability systems with regard to their inclusion ofmeasures supporting high achieving or gifted students. Ohio was noted as aleader in the area of gifted accountability largely due to the giftedperformance index as well as the break out of gifted students in value-addedgrowth. While Ohio has made strides in this area, it has not resulted inwide-spread real improvement for gifted students in the state. In a HighAbility blog post released last week, this disconnect between the Fordhamrating and the reality in many of Ohio’s districts is discussed, along withsome recommendations for improvement.
