[Ohiogift] PSEO weighting

To make it simple and direct, look at item 10 on page 15.  Quickly perusing the document, it appears they are making the program too rigid for its intended purpose.  Also a discussion about funding is technically incorrect, I think. They imply the local school district funds the program, but it is the state portion of student funding that finances PSEO (unless the funding has changed in recent years).
