gifted need more individual attention? 
Teachers responding to a survey say they are more likely to give attention
to students who are struggling than those who are high-achieving. Reports
show that, in many cases, gifted students do not progress or actually can
decline in abilities and are at risk for dropping out. At issue, according
to some, is that states are more likely to have programs serving students
who struggle in class -- and the federal funding to back them up. Georgia,
Iowa, Mississippi and Oklahoma are the only states with fully funded
mandates for students who are gifted. [
