The Steering Committee (Steering Committee) of the Tennessee Imperiled Bat Conservation Fund (IBCF) is proud to provide the attached request for proposals (rfp).  The Steering Committee is funding projects for on-the-ground bat conservation and acquisition of information about the Indiana bat, and we invite you to submit proposals at this time.  Ongoing requests to fund new projects can also continue to be  provided to the Steering Committee at any time.  Partners in bat conservation should be familiar with goals outlined in the document “Conservation Strategy for Forest-dwelling Bats in Tennessee”, which describes opportunities to aid in recovery and sustainability of bats through improvements to hibernacula, swarming habitats, and summer maternity areas. Tennessee’s IBCF was initiated in 2011 with the contribution of funds to offset environmental impacts, as discussed in the Conservation Strategy.  The funds are held in trust by the Kentucky Natural Lands Trust, a non-profit organization; and the Steering Committee administers monies exiting the fund.  All fund expenditures benefit Indiana bats that reside in Tennessee or immediately adjacent to the state, with associated benefits to other forest-dwelling bats.  Funds originally entered the Tennessee IBCF through compensation for habitat manipulation that would potentially affect the Indiana bat.  Therefore, all expenditures of funds from the Tennessee IBCF are directed to projects that benefit this species.  Ancillary benefits to habitat occupied by the northern long-eared bat, little brown bat, tri-colored bat, and other forest-dwelling species are also recognized.

The Steering Committee consists of representatives of the Tennessee Wildlife Resources Agency, The Nature Conservancy of Tennessee, and U.S. Fish and Wildlife Service.  The Committee will provide direction, including a quantifiable scoring matrix, to a “Review Team” in its evaluation of proposals for project funding.  These evaluations are integral to the process that concludes in final funding decisions by the Steering Committee.  The Review Team’s composition will be dynamic and diversified in order to enhance the group’s ability to comprehensively consider a variety of factors in maximizing potential for recovery of bats.

In developing proposals, you should be aware that the Steering Committee has been acquiring information about Indiana bats’ summer use of the Tennessee landscape.  Since 2009, spring migration studies have demonstrated occupancy of several newly-recognized Indiana bat maternity sites in the state.  The bat conservation community has initiated installation of artificial roost structures at one of the sites, which is located in Benton County and managed by the Tennessee Valley Authority (TVA).  Roosting activity by Indiana bats at the TVA site has not been documented, but monitoring continues there.  We plan to install summer roosting structures at two more sites in Wilson County and McNairy County this winter or soon after.  As a follow-up to work in those areas, we hope to investigate use of roost trees and delineate foraging areas in an effort to more fully understand the use of Indiana bat summer home ranges in the state.  Further conservation effort to benefit the Indiana bat would build upon ongoing actions or otherwise pursue recovery gains for the species.  Although high returns might not be expected on investment to search further for “unknown” maternity colonies in Tennessee, a limited effort to pursue this may be justified.  For instance, there are a few sites in the state at which presence of the Indiana bat has been detected acoustically.  Additional effort to confirm maternity roosting activity with potential for follow-up conservation action is of potential value.
