I apologize for the delayed response.  Have you tried using the
--with-pbs* options? That along with --with-hydra-bss=pbs should work in
your case.

  --with-hydra-bss=name   Bootstrap Server
                          (user,ssh,rsh,fork,slurm,ll,lsf,sge,pbs,cobalt,manual,persist)
  --with-pbs=PATH         specify path where pbs include directory and lib
                          directory can be found
  --with-pbs-include=PATH specify path where pbs include directory can be
                          found
  --with-pbs-lib=PATH     specify path where pbs lib directory can be found
