Yes, the 1.4 branch version is official. You can use it on your system.
Just note down the date of the version you are installing for future
reference. The purpose of the branch version is allow users to have a
version with the latest bugfixes after a formal release. We indicate this
on the MVAPICH and MVAPICH2 download pages. In the near future, this
branch version of MVAPICH2 will be released as MVAPICH2 1.4.1 minor
version.
