[CaCL] Opportunity to invite an outside speaker for 2013-14

Hi CaCL,

Due to the area alignment of Lapata and Keller, who visited during
2012--13, and in consultation with other CaCL faculty, I have decided to
account Lapata/Keller as a CaCL opportunity invitation rather than
Clippers, which means that CaCL will skip this year's invitation
opportunity and the invitation this year will pass to Clippers, who are
next in line.
